I'm looking at building a HTPC as my next project.

Am I correct in thinking than any modern graphics card (e.g. 2400xt etc) will upscale SD material to the TV's resolution just through running a dvd on WMP or media centre? Or is additional software needed?

Also is it possible to set up a card to output blu-ray at 24p?

Yep

Depends on the software and HDTV. But it is possible to playback 24P material at the right speed, however, there may be visual issues e.g tearing.

FFDSHOW can do scaling too, and you have more control over it.
