I currently have a ATI HD3200 onboard, that handles 1080p fine but is not perfect. Microstutter/delacing issues etc

Having come from a AGP Nvidia card previously you cannot beat their ability of video quality/customisability i.e. refresh rates.

So what HDMI Nvidia card that is HDCP compliant is out there for just HTPC purposes only no gaming whatsoever.

Are you sure? Every article comparing Pure Video and ATi alternative found them to be equal...

Depends on your price range anyway, personally i would go for 4650 or 4670 from ATi.

If i wanted nVIDIA i would consider 9600GT or 9500GT.
 
If you are outputting to a 1080p screen then ATI cards have no problems with 24/50/60 hz output. It is different for trying to set 1366*768 where nVidia wins.

I have both passive 4850 and 8600GTS which are fine. If you want to go nvidia and the cost is with you budget I would go for a passive 9500/9600 card if you think you are going to use Windows 7 in future.
