HTPC potentially needing new MB & CPU

Cant see that being a problem as your requirements wont tax the Ryzen at all. You could drop down to 8GB ram if you are watching the pennies, though keeping it as it is could stand you in good stead for the future.

I know it's an HTPC but the VRM's on the Pro 4 are substantially better for the entire £2 difference, if you ever wanted to repurpose the motherboard you'd have a decent platform to do so from.

I'm assuming there's no difference between using 1 x 8Gb as opposed to 2 x 4Gb for the RAM?

You'll lose dual channel, but the actual performance difference is fairly minimal, especially for your usage.
 
So bit the bullet and purchased the following

MB -: MSI A320M-A PRO MAX
CPU -: AMD Ryzen 3 3200G
RAM -: Corsair CMK8GX4M1D3000C16 Vengeance LPX 8 GB (1 x 8 GB)
