HTPC powering up but not posting / displaying

Streacom F5 Silent HTPC purchased a few years second hand, ran fine for 12 months, was unplugged for about 3 months while I did a mancave upgrade

3 Months later, when I plugged it back in, the power would go straight on and then off (I could hear an audible sound as if a HDD was spinning then stopping)

After a few attempts exhibiting the same behaviour, I left it for a few days

When I returned it now powers up (and stays powered as per photo) but can't get it to post

I've tried it on several monitors via both HDMI & DVI to avail (signal not detected)

Any ideas?

The spinning noise is more then likely going to be the PSU as the hard drive looks like an SSD.

I would say it's either going to be the PSU or motherboard, are you able to test with another PSU?
Yep was more the noise was like a HDD rather than the SSD

Haven’t got a spare PSU but can access a multi meter to see if it’s the PSU

Apologies for the very delayed reply, replaced the BIOS battery, used a meter on the PSU un-attached outputs 12.5a
Attached to the HTP outputs 12a

MB green light and HTPC blue power light now remain on, however still no video output

... @ a dbox2, not seen one of those in use for a loooong time. Reset the CMOS, plug in a GPU and see if that helps, check MB manual and try one stick of RAM in appropriate slot, swap with the other if that doesn't work, i'd suggest at least trying to borrow an ATX PSU to test with to eliminate that.
