HTPC Spec CPU, motherboard, memory, SSD

I'm think of building a HTPC machine using the Silverstone SST-ML04B.

I'd like it to be atleast capable of 1440p video playback and 4K capable if possible?

Can you spec CPU, Maybe Core i3 Haswell... ~£50-£100
mATX Motherboard ~£60
and memory. ~£50

I have a couple of 2TB drives that i'd like to add in RAID 1 configuration, so MB with RAID controller if possible. Or do you think it's best to get a cheap NAS instead?

I would go for one of the AMD A series APU's when building a HTPC.
