I'd like to run Plex at home, I wanted to run it on my QNAP NAS, but unfortunatley it is too old (ARM chip) to transcode.
I looked into upgrading but my wallet shrivelled up and ran for cover.
So I'm thinking about building something for less than £300.
Aside from my budget, I'm also looking for as quiet as possible and low power consumption.
Here's what I've come up with (no HDD, I have a spare):

Questions:
- Does that CPU come with a fan? Is it quiet?
- The case does not come with a fan, do I need one or will CPU cooler be enough?
- Have I made any configuration/compatability mistakes? (I've not done this for a while)
