Huge fonts/icons

Been getting this happen every so often after exiting a full screen game, all my desktop becomes huge (resolution is still 4k), icons get spaded out, fonts become huge and programs scaling seems to go haywire- haven't found a fix for it other than reinstalling graphics drivers which is becoming a pita.

Anyone had this issue before? I don't even know what to google for this - closest thing I found was icon spacing in regedit but its already at -1125.

I've also tried the usual CTRL + / Mousewheel so know its not something as simple as that.

It also effects chrome and every windows program.

Looks like a scaling issue, is this with the Fall creators update? I have odd scaling issues as well when disabling my Surface Pro screen which is set at 200%, and using my 1080p monitors with 100% scaling. Logging out and in fixes it, restarting doesn't.
