Huge lag spikes

So for quite a while now, since around january, ive been experiencing huge lag spike when doing certain things, its usually a combination:
- Watching videos the web + playing a game
- playing a game + recording with XSplit
- sometimes just playing a game

they will last about 6 seconds, and ill get around 1-2fps, a common thing i noticed was occurring was that with the game, as soon as i started using spells or abilities or the like it would happen, but not every time (there just seemed to be a pattern), also if the video was actively downloading, it would happen quite often, and when it finished it wouldnt happen anywhere near as much.

I noticed yesterday when i was recording a game and i used an ability it caused the lag spike, so i opened task manager and saw that my CPU usage was at 100%

I have the AMD Piledriver 8350 (i believe?) the 4GHz 8 core, and my internet download speed is 5 mb/s yes, 5 megabytes, not megabits, i have BT infinity.

Any help/feedback will be greatly appreciated, thanks
 
What is the rest of your specs:
Motherboard?
CPU cooler?
Ram? etc.
The only reason I ask is that more often than not thermal throttling will cause this issue, allievated by overclocking the CPU with a decent cooler (not the one that comes with it, that's turd) and disabling the C1 states and such.

While I think on what is your temps when this happens? You can use something like HWinfo to check. Another think might be windows parking the cores too.
 
I was just trying to recreate it, i found that when i was recording, my CPU was around 95% and fluctuating to 100 and to 85, not every time it hit 100 did it cause the lag spikes, though when the spike did happen i just saw that the processes taking up the most were the game and XSplit.

Also i tried that CPU unparker, but it doesnt seem to work, i check the status and it shows 3 cores as parked so i click unpark all and then it loads and says that the same 3 cores are parked

Also I would recommend getting another CPU cooler (stock AMD is properly dump) it certainly sounds like thermal throttling you disabled the options in the BIOS as suggested?

Other than that the only thing I can think of is the VRMs on the motherboard are overheating causing throttling like issues. The best way to attack this is to attach the stock cooler fan to it with zip ties.
