Humongous system hang from Windows Security Center @ Boot

I really need somebodies help on this situation which my and a friend are stuck on trying to resolve.

Basically my system has been taking around 332.0 seconds according to WinBootInfo to boot and the culprit is Windows Security Center.

There is a dll called wscapi.dll and wscisvif.dll which take the boot time from 19:10:09 (HH:MM:SS) all the way to 19:13:52 (HH:MM:SS) which are part of Windows Security Center and Windows Security Center API & ISV API and according to a chart which the program also generates of system activity during bootup when these processes start (wmi64.exe) my CPU and entire system of that matter just idles for nearly 2 minutes for any activity comes back to life and then windows boots. Plus one i get to my logon screen and enter my password it takes such a LONG time to load!!

Im running a six core 1055T phenom II @ 4Ghz, 4Gb @ 1600Mhz RAM and a Samsung Spinpoint F3 1tb (7200rpm) hard drive.

Please can anybody help me!?

EDIT: I checked under the wmi64.exe dropdown to see all the dll's under it and every dll boots once and runs fine but once it comes to wscapi.dll and wscisvif.dll they keep appearing one after the other like this, wscapi.dll, wscisvif.dll, wscapi.dll, wscisvif.dll, wscapi.dll, wscisvif.dll, wscapi.dll. And they keep repeating this for 3 MINUTES!

Try booting into Safe Mode and see what happens. If everything boots up quickly, you should next try a clean boot. This is basically a standard boot, but only with MS software running.

To do this open MSConfig and uncheck all Startup items and then reboot. If it takes ages, go back into MSConfig and uncheck all non-MS services [there is an option to hide MS services]. And reboot again.

If you find the problem goes away either when disabling startup or services, there is something causing trouble. It is a case of trial and error finding the exact one though.
 
I already know that the problem is wscapi.dll and wscisvif.dll because they just keep repeating themself for 3 minutes before it actually works. I dont know if its a dodgey file or something but during those 3 minutes literally nothingi s doing anything. My HDD LED is just dead for 3 minutes and my system is just hanging. let me try safe mode and ill edit this post.
 
All you know is that those two dlls are taking their time. You have no idea why. Another file or resource they rely on may be locked/blocked by some third party component. For the 5 minutes it takes to check it is worth doing.
 
Think I have now solved the problem. Performed a complete registry cleanup and defrag and tried some trial and error and it seems to be doing it between 25-45 seconds ish now. Thanks for help =)
