That seems like a pretty massive over-simplification, implying that all games can or should use the same engine. Plagues tale, while indeed beautul and well-optimized, is a highly scripted set of scenarios and environments with a custom engine that they designed from the ground up to fit that specific game. I am not saying that examples of lazy development don't exist, but to blanket say that any game of any size or complexity that doesn't run as well as Plague is just "developers being lazy" is just silly.
