On the last lap restart, I was 99% sure Hamilton and Max would crash into each other taking them out. If they both got 0 points and stayed level on total, what would have happened to decide the winner?

If neither had finished the race Max would have won the title as he had most wins over the season

However in a scenario where Max and Lewis came together and depending on who's fault it was (i.e if it was Max) I've had expected some kind of penalty leading to Lewis winning the title, either a points deduction or expulsion from the standings.

Lewis taking both out would have resulted in a Max title.

Max would have won WDC due to more race wins in the season
 
wasnt there stewards notes at one of the last races that any comings together between then would be investigated thoroughly and potential points deduction or DQ
