Its better than the previous situation - the heater was not working due to no water in the system.... :eek: ;) - Yes! I am a Mondeo abuser! :p

Solution- Use Forte Stopleak instead and keep your heater on hot until the Stopleak has done its work. This may take 1000 miles or so. Radweld is a pretty prehistoric product. Forte StopLeak is about 4 times the price but much better.
 
No wonder it hasnt sealed, the mating faces need to be spotless and the gasket needs a good coating of hylomar on both sides. It helps if the bolts are torqued correctly aswell.
 
doubt it was actually radweld as it does block up heater matrix's. Have no doubt that they might well have used something similar however.
