I can't create a restore point - Windows7

I've found out that I can't create a restore point and PC says none have ever been created. Using Windows 7 Ultimate and have Googled and made sure Volume Shadow Copy and Windows Backup are now on in Services.msc this fixed 1 problem but now eveytime I try to create a restore point I get a timed out error message 0x81000101. I've Googled this and tried a couple of things suggested but still it doesn't work, any ideas anyone?

Modified permissions on the hidden C:\System Volume Information folder is the most common cause of Restore Point failures.

How do I check or access those to see if they are? I tried and changed it to show hidden files but can't see that folder?
