i cant seem to resize or move image

am having problems on ps4 , suddenly i cant seem to resize or move an image i am putting on my poster ?? anyone know what the problem may be?

Can you post a screenshot? Is the image a .gif that you are trying to move? You might need to move the colour mode (Menu = Image > Mode) from Indexed to RGB if its a .gif (I think, has been a while)
