I could cry..... :(

To test if its the switch put the reset button where the power switch should go on the mobo then see if pressing the reset button does the same. If so then its not the switch. So then check you have plugged in the fan on the CPU cooler. You get symptoms like that if the motherboard doesnt detect a CPU fan attached to the header. Then after that do what other peeps have said. Take it out the case and build it on a table, just make sure its on the antistat bags.

use a wire or paper clip and one end in the green wire and the other in the black wire
turn on ya power suply and the fan should spin..ifg not it dead (hic)

other then that make sure you have the 12(4 pin) pluged into the mobo
its got 2 yellow and 2 black wires. (burp)Hic))

easy mistake , I've done that loads of times :)

I know it's fixed now but how on earth can you think the power button isn't working if the fans spin up briefly? If something, nay anything, happens when you press the button then the button itself is obviously connected - basic diagnostics.

Alright smarty pants... :p

And for the record, one of the PC's at work has a faulty connection on the button, and it does the same thing. Sometimes you have to try 5 times to get it to boot...

Won't be the button then, the button is basically a switch.

if it starts and shuts down straight a way theres another fault

Hmmmmm now i'm stuck with a quandry, as it's the bosses PC... Do i tell her, or leave her to it!?! :D
