any tips on how to boost my fps in general? thanks

What's your power supply? What cooling are you running? Is your memory running at XMP speeds?
Run 3dmark and see what results it gives.

Any reason you've not updated Windows 10 to latest build?

We need a lot more than that to go on before we can offer any fixes/advice. What make and model PSU do you have? What speed is your memory and is it actually running at that speed? Are your temps ok? Are your friends running at the same resolution as you? If they are only running 1080p and you are at 4k then they will get more than you simply because 4k is so demanding on gpu's. It will be useful if you could list your full spec.
