You can use Inibitor to update the core and memory tables handy enough. Lots of people running GTS's in Vista at 620/2000.

i think you mean nibitor?

if so, i'm guessing this is modifying your bios and then flashing the card?

first of all you need to test the max clocks your card reach when overclocking (in xp/2000). you then modify the card's bios and flash it so it's permanently at those speeds. then of course it's completely OS independent.
