See I will be building a whole new system and the gtx1080Ti will use DX12 but as far as I can see I will have to fiddle and disable most of 10 to get it running the way I want.
 
Run windows 10 then, you'll have to clarify why 7 is a better option. 10 is a bit of a faf to turn off unwanted stuff, but it's generally viewed as better.

I don't think 7 properly supports dx12 either, but it's kinda moot as most people still run in dx11 anyway.
 
Win 10 has it's downsides, mainly the messing about turning off all the pointless rubbish, but 7's days are numbered in terms of updates and support.

Much more stick than carrot really, it really depends on what you want,and Microsoft don't seem to like giving much choice.
If it wasn't for games reliance on dx, I'd be running a Linux build.

I'm still using 7 .. after running XP for years after 7 came out, and 8 and even 10.

Only reason I changed was no more XP support and compatibility issues with new components and software. Eventually I'll either move to 10 or Linux .. hopefully Linux will be popular enough.

I don't think you can remove much of the rubbish in 10. You can of course configure a few bits and pieces, stop that annoying Cortana from running, but 99% of the bloatware you simply can not remove. You can hide it, but that's doesn't really do much good. It's still there. I am afraid that if you want 10 you have to accept Microsofts visions of their own future ( which completely ignores your vision ), but much as though I hate that vision, Windows 10 is actually a good OS.
 
O&O Shutup still works fine on Win 10, also DisableWinTracking to disable the telemetry. You might have to run those again after major Windows updates.
