Basically, I need a way of using mains water pressure to pass through a "device" which will reliably turn that into rotational energy.

A bit like a turbine but not free spinning as it needs to use the mains water pressure to generate a little bit of torque to turn something else.

Fit windmill style water wheels at each of your taps and then every time you turn them on you'll generate some energy, I know it will look ugly but so does the majority of green energy.
