I need advice on Overclocking

Hello so im rather new to this overclocking stuff and would love some pointers.

Before anything else i the latest drivers for my GPU and CPU my motherboard was second hand and did not come with a drivers CD and i have no idea how to install the drivers from the manufacture website as it starts going in to flashing the bios and that sounds dangerous to me so i thought best to leave it as it is.

Everything runs fine and everything works, I downloaded CPUz and try'd to run a stress test while it is at standard clock speeds ect... but after about 20seconds i get a blue screen and the system restarts... Im unsure why this is but something is not right there!

I have standard cpu cooler that came with my CPU and the GPU has 2stock fans built in.

I have a ice fan with hose attached to the front so the ice cold air is feed via th pipe to the GPU heat sink blowing the hot air from the heatsink out the side fan of my case.

My system specs are,
AMD phenom II x4 965 BE
Asus Radeon HD7770 2Gb GDDR5 @1020Mhz
i also have 16Gb ram
motherboard is Foxconn AD9A-s

the motherboard has 2led lights displaying 23 from top to bottom top being cpu side and bottom being sata port side. I have searched this but have yet to find what it means and they haven't got back to me via email support either. The only thing i can find is that it means vector table inilising.... That means nothing to me i hope its not a big problem!

Now to the Overclock bit. What would a safe overclock be for the GPU? using a stock cooler or with my ice fan blowing in? i have asus gpu tweek and i have thought of setting all the settings to the max but i thought that might fry the GPU... But then again would asus allow you to do that with there own program?

GPU tweek is showing at the moment this,

GPU clock(MHz) 1040
GPU Voltage(mV) 1210
Memory Clock(MHz) 4680
Fan speed(%) 0049

The highest i can set everything on GPU tweek is,

GPU clock(Mhz) 1300
GPU Voltage(mV) 1250
Memory Clock(MHz) 5200
Fan speed(%) 0100

Would that be safe for gaming? or would that fry the GPU?
Would this increase my FPS? I use Fraps to read my FPS until i find a different program to show the true FPS of games.

Im not interested in overclocking the CPU until i upgrade to a water cooling system for it.

Please help im bored of 40-60FPS in games and wish to increase this too way beyond 200FPS if ever i could (dreaming i know) but i would love to squeze as much as i could out of this GPU. to see what it can handle.

Edit: if i installed windows 7 home premium on my 1Tb HDD can i format the HDD and wipe it clean and install the same disk i used to a new HDD for the same PC? so have windows deleted from my system i installed then reinstall windows on to a new HDD using the same disk i used to install it the first time round?
