Agreed. Don't skimp on filters or your IQ will suffer. Best bet is to look at Hong Kong. You will be able to get a 77mm PRO1 UV filter for £25 including delivery. Its around twice that in the UK.
 
yea its for the canon and yes if i had lots of money i would say the same thing.

i want to create effects and if the quality suffers a little then thats fine at least until i can afford better and then at least hopefully i will have learnt the techniques

really i dont mean to poke back at you but theres no point in saying dont bother unless you can afford to spend lots of money
 
If you're looking at effects filters rather than UV/Polarisers then take a look at the Cokin P series ones. They're drop in gelatin type ones rather than threaded glass so tend to be a fair bit cheaper - around the £15-£20 mark for an IR filter rather than £50+ for a Hoya screw in one. There not the same quality but the system allows you to use them on multiple lenses quite easily
