I/O device error when trying to format hdd on a new build

recently a friend of mine built a computer and the specs are
3750k
z77 D3H
PC Power & cooling mk3 600w
8gb 1600mhz vengenace lp
128gb samsung 840
2tb seagate hdd
7950
win 7 64bit
and other bits

when we installed windows and tried to plugged in the hdd it made a clicking noise and sometimes it will not be detected in bios nor in windows. we tested it on another pc and concluded that it was faulty. fast forward to today the replacement drive arrived and he is still having problems.

his pc is running stock on everything. sata mode is in AHCI

when he tried to format the hdd via disk management it gave and I/O device error. other symptoms include:
seatools drive search takes forever more than 20mins
windows loading is very slow when the seagate is connected
sometimes the hdd is not detected in bios or windows

things I told him to do:
remove all other sata connections (he has a sata odd and the esata from the case connected) - did not work
run seatools - hdd smart test passed ok
try other sata cables - did not work
try other sata ports - did not work

im out of ideas.
the only thing that I need to do is test the drive in another pc but i doubt that it will work since it has the same symptoms as the first one.
