I own a laptop but I would like to get back to Desktop, help with components

Hi, guys,
I own a asus gl502vs for 2 years now and the mobility is great but It really gets hot while it's on my lap, anyway I miss playing on a big monitor.
I would like to buy an AMD cpu-gpu or the Nvidia alternative if it's cheaper, I'm going for the best price-performance ratio, I don't care about RGB lights and fancy looking cases but I do appreciate a system with very low noise or non-existent. I was thinking to play on 1440p - 144hz, budget max 1500£, including monitor, I already have a mouse, just need the keyboard.
I did look on a few things but I'm not an expert. I appreciate any help, thanks in advance.

If I disregard the monitor from the budget, will I get better specs, how would that translate into playing Assasins Creed Oddysey, Metro Exodus, The Witcher 3 on 1440p, what kind of FPS should I expect everything maxed out, 15% increase from the already mentioned builds?
So let's say I'll find a 2nd hand monitor and the budget 1500 goes just for the components.

Hi guys, sorry to be such a nuisance, are the specs presented already good to let's say change to a 240hz monitor, and are there any good monitors that you can reccomend at that high refresh rate?
