I game, a lot.

I have an AMD Phenom x4 II 965 BT 3.40GHz with a gigabyte 78lmt-s2p and am thinking about upgrading to Intel, since I live stream a lot it's really intensive on my CPU.

I have a GeForce GTX 460 and play at 1920x1080.

What's the best upgrade? My budget is nowhere near enough for an i7 3770k or anything :-)

For that money I think you're better spending it on a new GPU and overclocking your current CPU. Could be wrong though.

For that sort of money I would agree with you.
Get a decent aftermarket cooler and a 7850 2GB for £200 combined.
 
You have to take into account that the 7850 was on older drivers then and has since had drivers which have given the card a pretty good increase in performance.

If you can i would go intel you will see more gains and you will have a better set up in a year or two for when you want to get a better gpu

sell your mobo mem and cpu for 100 and then add 200 and buy 8 gb ddr3 a 3570k and gigabyte deh mobo

cost you 200 on top of your parts ;) best deal tbh and its a lot faster and future proof
 
Considering the current spec and with a budget of £250 for upgrading, I would say either:

a) if you play mainly mmos, upgrade the CPU/platform to Intel i5 3570K and Gigabyte Z77-D3H motherboard and keep your existing GTX460

b) if you play mainly latest FPS, upgrade the graphic card to a 7950 and keeping the Phenom II X4 (but upgrade on a later future)
