i3 Upgrade Time. Need help with Spec

Looking to upgrade my budget i3 4130 as its getting slow and i need to downsize my huge tower as im moving so want less clutter.

This is the spec i have come up with:

Its coming out as £1,362 which is way way too much for what im wanting.
I need to get this down to £1,000 if possible.

My main use of the PC is surfacing, consuming media, using it as a Plex Media Server, odd bit of AutoCAD every week for several hours and general use. I do not play games.

I will be reusing my Dell 27" 1440p monitor.

Any help to get this price down would be greatly appreciated.

The wrath spire cooler is excellent that comes with the 1600, a b350 chipset motherboard will do you fine. Would go for faster ram 3000mhz +

Not sure about the hard drive so check.

Is the included CPU cooler nice and quiet?
Seagate drives better than the WD Red? I've had Seagates in the past and always had issues.
 
Can't you just throw your mobo into a smaller case and buy a 4790K?

I could but then i would only need to upgrade in the future as my mobo is from 2013 (MSI B85-G43).
The CPU feels sluggish when using AutoCAD so i might aswell future proof myself for another couple of years now
 

A little over budget and with only 6Tb HDD
