Just built my new pc with this processor getting around 35c on idle is this hot ?

No that is fine, try putting it under load though as that is more important when checking temps. Programs like Prime95 will stress the CPU.

Also if that value is within the BIOS, then Speedstep doesn't work, so it should drop a bit more at the desktop.

There is a restrictor cable to slow the fan down to 7v I believe?

Yeah I the A50 comes at 2000rpm standard however the restrictor cable included puts it down to 1600rpm (from what I remember)
