i5 3470 good enough for basic editing and gaming?

I am looking to build a pc for my girlfriend and can get a cheap i5 3rd gen system. I wondered if that cpu would be a good start with the option of upping to a i7 3770 later?
But for now would be sticking with that cpu for now anyway.
Types of games are ones like fallout 4 and monster hunter world (trying to get her into the game), so farley demanding games.
 
what if it dosnt support the 1155's what would the alternative best cpu to put in it be?
also kool, is that for fallout 4 high? or will it see random drops o matter what due to thread count?
 
The pc was one built by a custom company (ya know those builder companies that put it together for you so you dont have to worry not the fancy amazing custom companies)
So is not a pre built hp thing
