It's a waste of electricity, no reason not to turn speedstep on these days.

Well that's not really true. Speedstep can interfere with DAC's and certain audio kit by creating DPC latency. If I have it switched on it causes no end of problems. For someone who uses their PC for music and uses a DAC it's often better to have it disabled and pay a few extra £££ in your electric bill :)
 
Had a similar issue with an MSI M power motherboard on my friends build.

His has been running at full frequency of 4.8 for well over a year now and its fine.

My MPower does the same but when you actually check it with say CoreTemp or RealTemp, the frequency does drop in idle. Just in the performance modes it is for a very brief moment and it goes back to maximum multiplier, alternating the low and high multiplier very fast and sticking it at max when there is even the slightest load. I guess the difference between keeping it at 1.6GHz and alternating the frequency all the time will be minimal in terms of energy consumption so MSI have opted for the "overclock friendly" approach. They also do not have dynamic voltage control for the same reason. I do not like that but it's their company policy.
