i5 4690k does down clock - intel speed step

Hi,
New owner of Haswell and looking for help as:

Recently purchased i5 4690k no longer users intel speedstep to downclock to 800mhz when idle.
CPUz reports 3.7ghz all the time when CPU idle, core voltage reports 0.088v

I know the setup did work with intel speed step fine when it first booted is that is anyhelp, since then i did a BIOS update on msi gaming 5 which perhaps change some settings?

Note i have restore the BIOS to factory defaults to make sure and still stays at 3.7ghz all the time
 
Whilst true, its just really annoying, brand new build and i want to get it right before i start to overclock, when i set multiplier to 42 for example, it never down clocks.
Also why doesn't the system hang when operating at 3.7ghz at 0.088v?

It's probably a bug. CPU-z or anything else doesn't read the voltage of my 4670K correctly when idle. To get the speed to drop you need to set all power saving options (C states, eist etc) to enabled. Check the power options in windows are set to balanced as well.

power state of windows, changed from high performance to balanced and it drops back to 800mhz.

Might not seem like much but it would have bugged me no end, thank you!
