Ok I've just built my new system and it all seems a bit too slow. So earlier, I downloaded cpu-z and it showed my processor speed at 1200mhz, why is this? Thanks.

Speedstep is probably enabled which which will amend your CPU multiplier to save energy. To check it run something CPU intensive (orthos or something) and check CPU z while it runs

I just run orthos and it shot up to 2800mhz :). Although I'm still worried as to why my system is slower than expected, for instance, when logging on and off of windows I get what feels like a huge drop in fps. Is this normal? Also while installing programs, I can't browse the web or other stuff without it lagging a bit. I thought getting a quad would solve this, any help?

Sounds like your hard disk is holding you back, or you are low on ram. Whats your overall system spec, and how much ram is inuse according to the windows task manager.

A quad wont help, but a good SSD might.
 
download a hardisk benchmark prog like hdtach , hdtune etc check your hardrive isnt playing up.

btw what temps are you getting on your i5?

how much memory do you have?

how big a page file is windows using? if its unloading a huge page file when you log off maybe thats why its slow and seems laggy

no need for an SSD drive..... he should be able to atleast browse the internet or do other things while installing a program come on people even 5year old pcs can do it.

something is obviously not right

I have found my new rig is quite slow loading windows 7 x64. I am 99% sure it is my HD that is slowing me down as there all around 5years old.
