i5 760 HELP PLEASE

hi,

I have just done a build with an i5 760 2.8 ghz. When i am in windows and check what speed the processor is at it shows at 1.119 ghz. is this because of the turbo burst technology/is it normal? got me quite worried!

any help would be much appreciated.
