i5 760 running hot

Did these chips run hot?

It's at stock clocks with all the low power settings on (underclocks to 1199MHz) for now but HWMonitor is reporting between 42 and 48 across the four cores, with a CPUTIN value of 52c.

If I stress it it goes up to 60c on the cores and 73 on the CPUTIN.

Cooler is an ancient (but functioning? It is just metal right?) Hyper 212+ with a Noctua fan on it.

Is this normal?
 
after a bit more investigating it turns out my CPU fan is only spinning at 300prm!!! There are no options in the BIOS to speed this up- is there any software in Windows that would be able to control it? It is a four pin fan plugged into thee CPU FAN header.
 
check bios settings hardware monitoring etc for fan controls normal idle would be about 28-32c at the mo.
