i5 9600k overclock issue

Hello, so i recently adquired a new build with the following hardware:

CPU: i5 9600k
Cooler: Cryorig H7 Plus
MB: Asus Rog Strix 390 F
RAM: 16GB G.SKILL Predator Z 3000mhz cl16
GPU: Asus Rog Strix 1660ti 6GB OC
PSU: Seasonic Focus 650 +gold
SSD: Samsung M.2 evo 500GB
HDD: Barracuda 1tb

First of all im a beginner in OC so i might have made some kind of mistake without knowing, so it all started when i saw my cpu speed at 4.3ghz. I didnt like that so i wanted to make it work at 4.6ghz as it is anounced so i made a quick search and quickly found something so i basicly changed the ratio to "Sync All Cores" and the voltage to "Adaptive Mode", restarted and voila 4.6ghz, the voltage was around 1.2/1.23 if im not mistaken and o noticed some improvements right away gaming, the temperatures got a bit hotter aswell, everything was ok.. the next day i really dont know how i realised i cant overclock anymore.. basicly no matter what frequency or voltage i put in BIOS the CPU will not perform how it shows, ex: on CoreTemp, 5.0ghz / 1.350v, i get the temps i used to get at stock speed.. ive been searching for what it could be for the last 2 days but cant find any solution, tried different settings in BIOS, tried loading BIOS default settings because i could have changed something without realizing.. i really dont know. If someone could help me figure this out, i would be very grateful. Sorry if i didnt express myself correctly.
 
Best course of action: Start again from default.

Take out your cmos battery for a few minutes so it wipes your bios clean. Then boot into windows, see that its working back at defaults.

Go back into bios and try your overclock again and it should work. If it doesn't i would look at a bios update next to see if it helps with your situation.
 
Thanks for your response, so i did clear BIOS no progress at all. Today when i get home ill try the BIOS update, is it ok to update to the last version avaiable? (some people say that you cant go back one you update BIOS)
