Maybe Surveyor meant to say WEI as well, but Windows itself does report the changed clockspeed.

My temps at stock 3.3 with a corsair A50 cooler are almost exactly as you have - 33 idle and about 58 under load when using prime 95.
I've seen others getting lower but I've a feeling I used a bit too much thermal goo, plus it was only cheaper Akasa TIM rather than something like artic silver, and my case only has a single input fan at the front, so I'm not too upset with the temps I'm getting.
