I7 1300kf advice

It does seem like it. I'd trust what hwinfo is reporting, it's usually quite good.

I don't know what a 13700kf should make CPU score wise in timespy but a quick look around reddit seems to show you're in the ballpark?

If you want you can also use the log functionality at the bottom of the sensors screen and then put it into one of the visualisation tools like this one to see what it's doing over time, but do note that games might not load all the cores, or load them evenly so they'll be clocking up and down over time if the load switches to a different core.
 
Just a quick update, my p-cores are definitely dropping to 4222mhz as soon as i load any game! CPUID reads all cores @4189mhz and the multipliers @42.00. As soon as i go bk to the desktop all the cores including the e-cores are @5300mhz ish and all @ 54.00 multiplier. My pl1 and pl2 are set to watercooled.
 
Thought about it then chickened out tbh as i didnt feel confident about doing it! Watched a couple of videos of people who's bios version was older than mine but all cores were running where they should be. That also put me off updating it. The current Bios its using is from dec last yr i think. My system was built by overclockers

Did you check that area of HWInfo that I had mentioned in post #19. The section with the multipliers. You might have an incorrect multiplier set in bios.
 
I was thinking it was just afterburner that was reporting wrong but CPUID also reports the cores going down to 4.2ghz! Temps are all fine too and like i said before it was built by overclockers so i assume they have set everything up correctly.
 
Edit: On second thoughts what I said would effect Cinebench scores as well and you seem to be getting the right score so sorry I didnt really help.

Did they plug in the power cables in into the motherboard for the CPU and are they inserted fully? If the CPU cant get the power it requires it could be hitting a power limit when all the cores are loaded and then dropping the clocks if its not thermal limiting.

It would explain why when you use Yuzu a few cores are used and the CPU can function/boost normally but when Cyberpunk is played all the P cores and E cores get used. I dont have the game but people here where benchmarking it and it seems it taxes a CPU very hard.

what cooler are you using? these chips run hot (250w boost)
if you're using something puny then im not surprised the p-cores will downclock to save the chip from burning up
 
hmmm...should be fine then.
tbh if it's a prebuilt, just call ocuk to sort it out...you've paid a pretty penny for that 3 year aftersales support after all...
