I have a laptop that is very sluggish when not plugged in. I noticed this is what it's doing when all 8 cores are under full load in Windows 10 (latest updates).
I've tried the "performance" power options and set the fan to active on battery and the minimum power state to 100%. No difference.
Hard to recall if this was a problem in Windows 7/8 but I don't think so. I guess I'll have to try it if there's nothing obvious going on.
Anything else I can try, I need to stick to Windows 10 for developing universal apps...
