Hello!

Should I buy a used i7-4790K, used Asus Maximus VII Ranger for 400 euros or a new i5-7600K, new motherboard and new RAM for 500 euros?

If you have the money may as well buy the new technology with warranty.

If your main use is gaming also 7600K is superior. The only way I would choose 4790K is if I am doing a lot of intense multithread stuff that can use HT like rendering for example.

7600k will oc to 4.8+ with high mem. That mem you will be able to use in your next upgrade too.....
