Been running it at 4.5GHz for a few days using the following settings and it definitely seems to be nice and stable now:

CPU VCCSA offset - 0.040v
CPU PLL - 1.80v
VTTCPU - 1.08125v
PCH 1.1v - 1.10v
PCH 1.5v - 1.50v
CPU LLC - Medium
CPU Current Cap - 140%
VCCSA LLC - Auto
VCCSA Current Cap - 100%
CPU Power Phase Con - Auto
Dram-AB Current Cap - 100%
Dram-AB Power Phase Con - Auto
Dram-CD Current Cap - 100%
Dram-CD Power Phase Con - Auto
RAM is running at 1600 9-9-9-27-128-1T
I'll see how much more i can get out of it at some point. Just happy to have it running nice and stable and at nice comfortable temperatures and voltages too.
