Why is the max core speed 3810mhz and not 4000 or 4200 ?
 
ok I have just run 3D mark which reports that its reported stock core clock is 4000mhz
the maximum turbo cor clock is 3800mhz,

ok so since I have changed the hardware config clean OS install did the trick.
