i7 860 + GA-P55M-UD2 overclocking problem

Ok i basiclly just upgraded my dedicated gaming server from q9550 @ 3.4ghz which was stable as hell and runing at 60c but i decided i wanted to upgrade to an i7 920 /860 and was hoping for an overclocking of 3.4ghz to 4.0ghz. So the guy at the data center offered me a deal on a i7 860 with 4gb ram and overclock.

Sence he built the server he said things like 3.8ghz wasnt booting. 3.6 was unstable so i replyed and said i though these cpus was easy to overclock to atleast 3.4ghz and he replyed

No its not because of the integrated mem controller. i cant push all vcores to limit.

Im still finding it hard to beleave he cant get 3.4ghz stable on these cpus when people have hit 4.0ghz on air. My question is.... Is he right in what his saying or should a 3.4ghz oc be pretty easy?

He setup the server for me today with 3.4ghz but after runing a game server on 2cores the server kept crashig after 5min with bsod. But if i maxed out all cores on prime 95 for 5min the server wouldnt crash. So whys it crashing when the game server is runing which uses around 1 and a half core cpu power.
