Standard answer is that C0 chips are inferior to D0 in every way.
More detailed answer, though still generalised:
For a given voltage, C0 chips draw less current than D0 so run cooler and live longer
For a given frequency, D0 chips require a lower voltage with the overall effect of running cooler
However to achieve this D0 chips draw higher currents which are damaging at high voltages, so the people running D0 chips at 1.6V are likely to find them dead rather sooner than those running C0 chips at 1.6V. It would be reasonable to say the D0 chips are faster but more fragile.
Of course the other perspective is that since either C0 or D0 are very difficult to kill anyway, the negatives don't matter and so we conclude that the D0 is better in every way.
The sensible answer is that your chip may achieve more than other peoples, or less, but your skill (or patience anyway) will likely matter far more than the chip itself. The more time you spend on it, the better your results will be.

If they're at the same bsck, same multiplier, same uclock, same qpi multi, and the ram is the same, yes. However different i7 chips have varying quality memory controllers, so one may be able to run the same sticks of ram faster than another, so leading to a (marginally) faster system overall.
The biggest issue you're likely to hit is getting to 4ghz stable, D0 chips tend to do that with ease then become difficult around 4.2, whereas only some C0 chips will do 4ghz without considerable effort.
