i7 920 downclocks itself without speedstep

i recently noticed that when my cpu is idle even when speedstep is off according to real temp the multiplier is dropping from 20 to 18-19 loosing like 100-200 mhz here and there as soon as it comes under load though the multiplier goes back up to 20 is this supposed to happen? thanks.
 
Just a couple of thoughts that might help, when you disabled speedstep have disabled EIST & C1E in the BIOS, If your running Vista / windows 7 not sure if checking the power managent, change from default to high power.
