Noticed on the internets, think it was probably talking about this CPU before it came out, but apparently according to how the OEM sets the thermal limits it should in theory be able to turbo up to 5GHz?

Is this indeed the case?
 
Having never attempted it myself, the best thing so believe you can do for laptop CPUs is to undervolt them. They are usually so thermally constrained that reducing voltage make them not only run cooler but run faster as they can boost higher and hold clocks for longer
