I7 and turbo boost

Do the mobile i7 processors turbo boost on all cores or just one? I seem to read conflicting stories.

I have a q720m in my laptop and it runs at:

one core loaded ~2.8ghz
two cores loaded ~2.4ghz
three cores loaded ~1.75ghz
four cores loaded ~1.70ghz

If the CPU gets too hot it will lower the frequency.
