i7 clock speed

I recently purchased a components to build a i7 p6t pc, I have everything working and installed vista64 fine, I thought after reading a few reviews about the cpu running hot, to install Everest Ultimate and its showing the cpu clock speed at about 1700MHz not the 2.66 I thought It should be running at.

I have tried checking in the bios for anything I may have missed and checked the internet for simular problems with the i7 but cant seem to find anything.

Is this normal for the cpu or have I missed something I should have done to use the cpu at its max speed?

There's no need to disable Speedstep really unless you're overclocking, no benefit in having your CPU running full speed when it's not doing anything.
 
I was having a play around with overclocking the system, its running at around 40ºC idle atm but wanted to make sure that it didnt go any higher @ 2.66Mhz before overclocking.

Just cant understand why atm with speedstep disabled its still not running at 2.66Mhz.
 
Great thankyou all for the help! that seems to have fixed it :) going to try oc to about 3.2 and see what kind of temps I get now.
