I7 runnning too hot ??

Hello, I recently put together an intel core I7 Z68 system with an h70 liquid cooler im getting Idle temps of 40 and on prime 95 at 100% i get 99c, in the bios the pump is running at 100% all the time, its in a push/ pull configuration, I have tried to reseat it I have also removed and reapplied thermal paste it has made no difference so what i tried was to try the stock cooler that also is running idle at 40c can someone helpp please ??

P.s everysthing is at clock settings and speeds no overclock has been done.
 
Its definitly making contact with the cpu isnt it, as in the the TIM is smudged out all over it when you have removed the cooler?
 
Make sure that you don't have capacitors in the way of the cooler. My H80 had the same issue on my old LGA775 setup, I had to rotate the heatsink 90c clockwise in order for it to fit correctly.
 
How tight have you got the screws? Sometimes to much causes odd temps, and obviously too little would give bad results.

Another thing is how is it connected? Does it have a fan header AND a molex? Both should be connected at the same time.
 
Sounds like a dead pump to me, do the H70's give a fan rpm readout from the 3pin to signify pump speed?

It also shouldn't reach 99c, sandy's throttle or shutdown at 98c...
