Going to be building a new Mini ITX rig in a couple of months and looking at going with an i7. Would like to overclock to 4.5GHz if possible. The case will be a Sugo SG05 so will need to be mindful about temps.

I've heard said that Sandy Bridge runs cooler and clocks better but then Haswell would be newer tech.

Which would be better?

The rig will be used mainly for gaming BF4 etc. :)

Haswell runs cooler as in it produces less heat overall than sandybridge but sandybridge has an advantage over both ivy and haswell as it uses a proper soldered on ihs instead of thermal paste, so it can get rid of heat better than ivy or haswell. I would go haswell unless you get sandy for cheap as its still more than capable.

Also Haswell draws less power and Mini-ITX cases can be restricted in terms of what PSU you can use, so it's a safer option in that respect.

Unless you get a Prodigy or something.

Ive heard that BF4 recommended specs for a gfx state quite a decent card - is itx suitable for such games out of interest?

I want an itx for general use / ripping media and stuff, I was just thinking that this would probably need to be a second machine (while preferably using the igpu rather than a discrete one) and keeping the 7970 for a full sized gaming rig

It can be done, it's not the easiest of builds but here is my current spec in Mini-ITX form:

Haswell i7 4770k CPU
Asus Maximus VI Impact Mini-Itx ROG motherboard
8GB Ram
AMD 6870 (soon to be replaced)
2x SSD's (128 and 256gb)
1x HDD (3TB)
1x Blu-Ray Drive
Seidon 240m liquid cooler.

It's a bit of a cheat at the moment because it's currently setup in a Corsair 350d mATX case which also supports mITX. Am currently waiting for the 'Ncase M1'.

I would say go for sandy if budget is an issue, you can pick up a 2nd hand 2500k from around £80-110, and they are more than capable of running anything you throw at it as well as being great overclockers.
