Hi

Which cooler would you recommend I used with a i9-9900KF for under £30. The CPU will not be overclocked.

Thanks

When buying yesteryear's core count CPU at super luxury price there certainly should have been enough budget for higher end cooler.

Arctic Freezer 34 has 4x 6mm heatpipes with 120mm fan/s (124x157x103mm). Alpenfohn Matterhorm are better coolers with more (6x vs 4x) heatpipes (138x123x158mm) and costs less. Ocuk has Matterhorn Black and Matterhorn White "B" grade for £26.99 and £34.99.

Alpenfohn certainly has lots of heatpipes, but suspect they can't be really utilized.
Those heatpipes are in very tight bundles, which likely bottlenecks transfer of heat into fins/makes fin area utilization not that great, because heat is focused into small area.
Matterhorn Pure is same heatsink without paint and is rather average (eight from bottom) in these results:

Nikktech testing seems to be very inaccurate. They have NH-U14S 57.9c and NH-D14 60.6c while accurate testing has D14 out-performing U14. TRUE Spirit 140 Power at 63.8c when it performs similar to D15/D14.

Reason I posted about Matterhorn is because it's better than AF34 and costs less too. It's a win / win.

Many coolers have heat have similar heatpipe layout and work fine.
