Tbh I'd go 3900X, you won't see any difference at that resolution but everything else will be faster. You'll also get a platform that can be upgraded. You can thank me later
9700k for short term (2-3 years). 3900x for 5+ years once new consoles are out and PC ports want 8 cores.

Is money is not an issue, is 9700k now, plus whatever will be out in two years, hoping Intel comes out with a new node (or AMD gets actually faster than Intel in games).

I'm using a 9900K but atm see no reason to upgrade, until at least the 3950X. For gaming only as per the OP I'd probably not bother then either. Even buying new now, a 9900K for a good price combined with a 2080 Ti seems a good choice for here and now gaming although it's of course less relevant at higher resolutions.
OP would do no wrong buying either setup (9900K or even 3700X or higher). As the question was 9900K vs 9700K for someone who can afford/justify a 2080 Ti I'd recommend the 9900K out of the two.
If you have a 9900k I'd wait for the Zen refresh next year. You might be looking at a 4950x 16core around 4.7ghz all core. That would easily last past the next console gen without being a bottleneck at any point. I'd even turn off SMT and get 16 physical cores clocked to the max.
