iCloud PC Photo stream useless

I noticed yesterday that the photo stream on my PC hadn't updated for months, so I spent quite some time trying to fix it. Signing in and out, resetting it, uninstalling, installing previous versions, all to no avail. It just won't sync any new photos, for reference, they update between my iPhone and iPad perfectly.

On lengthy Google searches I have found many people with the same problem, some managed to fix it with the above actions. But not in my case.

Does anyone else have this problem and know of any miraculous fixes?

P.S. Perhaps this is just an ploy by Apple to make me buy a Mac?
 
I've been having the same thing on my system. Last night I resorted to uninstalling icloud, moving all the downloaded photos out of the icloud photos folder to another directory, searching for and removing all references to icloud in the registry, restart windows and then reinstall icloud.

After that it downloaded all the recent photos from icloud. 24 hours later I take a photo on my phone and low and behold, it's not downloaded to windows again. It shows up on my ipad and apple tv so it's definitely the icloud windows app which is useless. Think i might as well just uninstall it and transfer photos with a usb cable
